Outlook 2003 UI does not respond when it is contacting the Exchange server.
This is totally pathetic as even opened mail cannot be read as these windows
are not responding during this period. When the exchange serve is temporarily
un-available it takes atleast 30 seconds to 1 minute for any of the UI
windows like opened message to respond to any user input (scroll, close etc).
let alone be able to read them. Proper performance is the most needed in
Outlook now (not these aesthetic changes).

First things first. Why is Outlook having problems contacting the server?
Why is it temporarily unavailable during business hours? If you're having
server or network problems, those need to be addressed.

That said, enable cached mode and you should see that it 'smoothes out the
bumps' when you have periodic traffic/connection problems. That's one of the
things it's for.
