Outlook should have a lock for the toolbars

Shouldnt this be a simple thing to add. Please, please, please add a toolbar
lock on the Outlook 2003. I know we used to be able to lock them on older
versions.
It really frustrating to re arrange the toolbars EVERYTIME it starts.

Ok its clearly a sloppy code but can't Outlook have a lock like it used to
before?
Are you saying to have these locked on the taskbar I have to talk to the
programmers for each add in I have?

Yes, Outlook can do nothing to correct sloppy coding from third parties.
