Outlook startup problems

I cannot get Outlook 2003 to start normally. The best I can get out of it
is to start in Safe Mode. For no reason I can determine, a few days ago I
got am error message tile when opening Outlook. This led me down many paths
trying to resolve what was the problem - the file "outcmd.dat" is missing
from the data file folder, ie C:\Documents and
Settings\user_name\Application Data\Microsoft\Outlook.

I have upgraded system to WinXP+SP2, and uninstalled/reinstalled Office 2003
with and without SP1, all to no avail.

Among other things already tried are -
[a] detect and repair
complete uninstall/reinstall Office 2003+SP1
[c] repair using support link in Add/Remove Programs
[d] "scanpst.exe" of the current pst file, errors found and fixed; I tried
this first :)

I am really stuck where to go next with this. Should I [perhaps] move the
..pst files to another location, then try another uninstall etc.

Any advice welcome - I am puzzled that "outcmd.dat" has not been
'recreated' at new installation...

Did you change your default directory for personal
folders to anopther directory?

No default location for .pst not changed. Is there a problem - I thought
that location could be modified, but I am clutching at straws here....
