Outlook still prompts for password after editing registry entry

Help,

I have tried just about everything I can think of short
of wiping hard disk.

Outlook 2000
WinXP Home SP 2
Imported old .pst file
Uninstalled reinstalled Outlook express as well as office
verified pop email account info (can login via web)
Changed timeout settings
Sometimes, killing processes actually lets me access my
email. Very odd behavior.

Verified the firewall and Antivirus not running and
processes shut down.

Any help would be greatly appreciated.
