outlook still running after quit

Platform:
Win XP home
Office 2000, sp-3 with most? updates installed

After a relaunch of Outlook, send/receive fails. Task
manager shows only one Outlook application running, but
process tab shows 2 outlooks. Ending process tree for
one of the outlooks fixes the problem.

Why is there a second outlook process running?

Because it didnt shut down correctly, previously. This is often caused by
other apps eg Fax interacting with OL. Can also be caused by Com Addins.
However you may have none of these and it can still happen. You'll find this
is a common complaint with no perfect answer
