outlook still runs after closing it

when I close outlook (2003) using X or exit in the menu, it still runs (icon
in the system tray). how can I make sure that the program really closes.

Do you have any add ins or are you having your anti virus scanning
incoming email?

You have something on your PC interfering with Outlook. See if this helps:
