I've got the Outlook password problem too. I've tried all
the solutions I've found so far, plus an in-place
reinstall of Windows XP and Office. Nothing has worked.

I've tried this solution and am still having this problem
on two machines. Have tried everything I can think of
short of a full reformat and NOT installing the Office
service packs when I reload everything.
The systems are running XP Pro and Office XP (Outlook
2002)on one and Office 2003 on the other. Both are trying
to connect to POP3 addresses, and both continuously pop-
up "Enter Network Password" windows for both the POP and
SMTP functions (seperate pop-ups) when sending or
receiving (not just checking, there has to actually be
mail waiting to transfer for the problem to occur). I'm
connecting to Yahoo hosted business mail, so the user
must be POP authenticated before sending. The account
name is the same as their address, ie.
[email protected].

I'm not running any Norton products. I am running eTrust
Antivirus 7 from Computer Associates, but it doesn't have
an e-mail scan component, so I don't think that is it.
The article lists "Installing an update to Office" as
another potential source of the problem, but then offers
no resolution for that. I'm beginning to think the
problem was created by something one of the Office
Service Packs installed, but I can't seem to roll back to
prior to installing the update.
It's got to be one of a handful of things I would think.
Either Windows/Outlook isn't storing the password in the
right place or at all, Windows/Outlook isn't storing or
sending a correctly encrypted password, or I have a
network issue (both machines are on the same cable run,
but what little I can do to test it haven't shown any
connection problems, packet loss, etc.).
My user is frustrated, I'm frustrated, and my boss is
losing patience with me for not being able to just fix it.
