Outlook store provider

Is it possible to implement a none email enabled(Sending and receiving) store
in outlook without using extended MAPI?

Basically I want to implement a treelist stucture in the “all mail foldersâ€
explorer which support drag and drop from an other folder and that can be
searched from within the outlook client interface.

The only way to implement a store provider for Outlook is with Extended
MAPI.
