outlook synchronization problem

mails are on the webmail server but it is not getting downloaded on my
microsoft outlook 2007,in short i cant have local mail copy of mails

Which mail account type are you using?
Are these e-mails in the Inbox on the server?

Send/receive issues are often caused by having a virus scanner installed
which integrate themselves with Outlook. Disable/uninstall this integration
and try again.
