Outlook time stamp different from OS

I have a user who's outlook time stamp is out of sync with
the OS time stamp. This occured at the daylight savings
time switch over. Does anyone know how to resolve this?

does outlook, windows, and the server all have the same time zone
configuration, including the DST setting?
