Outlook Tool Bar Problem

Just a small annoyance here. I'm using XP with Office 2003. I have a
few add-ins and every time I open Outlook, the tool bars are all over
the place. Is there a way to lock them into place?

The locations of the toolbars added by addins is controlled by the addin.
The only luck I have in controlling them is by not showing them.
