Outlook trying to access regedit.exe

Hi,

I am running a host intrusion protection service, and it has blocked outlook
from opening/reading regedit.exe.
If outlook wanted to change the registry, would it not use the relevant API?
Is there any reason for it to use regedit.exe?

Any help much appreciated
