Outlook unable to send receive emails

Something happened to outlook that now cannot move mail
out or in from inbox to any other folder, he also cannot
receive mail.

Ran the pst repair tools and although errors were found
still has the same issue cannot move delete emails

Using Outlook 2003.

Any suggestions?
