Update for Outlook 2003 Junk E-mail Filter (KB906173) trys to install, each
time it fails to do so.

I have done that, it sends me to a place to download the update. When I tryed
to install it also fails.

Goose, I did a seach for Outlfltr.msp it also fails when I try to install it.
I feel that there is a relationship with that cab, and the update that trys
to install.

I have just found out that Office 2003 will not do a "Repair and Detect"; nor
can I do a "Re-install to Office 2003"

Some time ago I had this same problem, the only way that I could clear it up
was to re-format my hard drive, and re-instal everything.

I use Windows XP Pro. and Office 2003. When Office 2003 was updated to
"Office 2003 SP2 I have found that this problem always occurs.

If you can help I sure would be a happy cowboy!!

Do you have your Office 2003 CD. Put it in and select Repair. What happens

Here are the steps that I took:

(1) Run OWC11.MSI from CD that Passed.
(2) Run Office 2003 SP1 That Passed.
(3) Run Office 2003 SP2 That Passed.
(4) Run Office 2003 Outlook Update (KB906173) that Failed.
(5) Tryed to do a "Repair and Detect" that Failed.
(6) Tryed to Reinstall Office 2003 That Failed.

Read this below it was the last part of the install log.

Peter,

I removed everything that had to do with Office 2003.
I than reinstalled Office 2003, and FrontPage 2003.
Instead of installing Office 2003 updates from the web site,
I installed them from the files that I had on my Machine.
The last Update I installed was Office 2003 SP2.
Than I went to Microsoft Update web site to check to see if there were
anymore updates. There were none.
Now get this after installing Office 2003 SP2, I'm not able to do a "Repair
and Detect", also I can't do a Reinstall of Office 2003.
My reasoning for trying the repair and detect, and a reinstall was to see if
Office 2003 SP2 was stoping the updatesand the reinstall. I feel that I was
right from the begining..
I'm giving you this information so as if another case happens by you will
have an answer in solving the problem.

And SP2 is ***NOT*** your problem. The issue lies with your Registry. As you mentioned after I asked if you have the ID 1603 error in the Event Viewer you will need to the following. After you do this you can install SP2 and you will have no more issues. Make sure step 3 is followed even now when you have everything OK

Do the following and post back after.


1. Download the LISTool from the Office download site. Do not execute it just yet
2. Download the full SP2 file. About 101mb
3. Open any Office app and go to Help\Detect and Repair and activate
4. Reboot
5. Execute the LISTool by selecting all the Office apps that you have in there. Then make sure you select the Enable Option and NOT the Disable one.
6. Reboot
7. Try the install of the SP2 with the Full file that you have downloaded.

This should install the SP2. without any issues after ID1603 error

Can you check the following keys under the following registry
location:

HKLM\System\CurrentControlSet\Control\Nls\CodePage

Check the CodePage for 849, 932, 936, 949, 950 - if the string value
is
empty/missing, please populate it with:

c_936.nls (like the rest of the values in this section of the
registry)
and the other values, respectively, c_949.nls, c_950.nls, etc. etc.

If this resolves the issue, can you please POST HERE and let everyone
know
?

I have been having the same problem with KB906173. It seems Microsoft Update
keeps detecting it as "already downloaded" but all attempts to install
"fail". I have checked the box to "not show" it. But what is the problem?
Can it be fixed?
