They have nothing to do with each other. Outlook Web Access 2007 is a
function of Exchange 2007, being a web interface into the Exchange mailbox.
Outlook 2003 is a client that also connect to an Exchange mailbox. It does
not interact with OWA in any way.

web access is a feature of exchange server. outlook 2003 can work with
exchange 2007.
