Outlook will not delete deleted files upon closing - why?

About 2 weeks ago Outlook stopped deleting the contents of the deleted items
folder upon exiting Outlook. I've confirmed that the "Empty the deleted
files folder upon exiting" is checked in Tools-Options-Other-General. Is
there any way to restore this feature?
