Outlook will not install / function properly

I am having trouble setting up Outlook 2003. I have installed all components
of Office Professional Edition 2003 and successfully set up an e-mail
address. Upon setting up the e-mail address, Outlook automatically generates
an e-mail to the server as a check. This e-mail went through and was received
with no errors. However, I do not have the ability to send e-mails inside of
(normal use) Outlook. Specifically, when I click on the "Tools" button at the
top of the screen, there is NO option to Send/Receive.
I have utilized the add/remove programs utility in the control panel to
remove and re-install Outlook, but the problem remains. (Still cannot send
nor receive mail).
Further, I have utilized the add/remove programs utility in the control
panel and removed and re-installed the entire Office Professional Edition
2003. Still no luck. (As a side-note here, when I re-installed Office, the
e-mail account from the previously deleted Outlook was still there).
Though this is probably an ESO error (Equipment Superior to Operator), any
ideas on solving this would be greatly appreciated!

First make sure you are clicking on the down arrow in the Tools menu to
expand that menu. You should also have a Send/Receive button on your
Standard toolbar.
If either or both of these are missing try deleting outcmd.dat (with Outlook
closed) and restart Outlook.

I had the same problem. Send/Receive disappeared in summer of 2004 using
Outlook 2003 Pro, XP, Norton IS. I can successfully run a test which sends an
e-mail to the server. When starting Outlook 2003, the Send/Receive shows
breifly on the toolbar when it paints, then disappears. I've tried running
"outlook /clearviews" AND renaming the outcmd.dat file without success. NEW
CLUE: A new, second login was set up on my computer. When I start Outlook
there, the Send/Receive button appears, and I can Send/Receive e-mail. This
would seem to point to a configuration setting rather than a software / dll
glitch. I also have the symptom of not being able to view the Send/Receive
button from the "Customize..." menu. It's like it's been removed in the
instance of my old login. On my new login, it shows up. Help, this is really
frustrating. MS also lists a bug as of August 04 for this very problem and
lists no cure.
