outlook will not open with one user but will with another

Two users on one pc. Outlook 2003 opens and functions fine with the
alternate user but, when opened by the "owner" the program performs a fatal
error and closes.

Does Outlook start in safe mode?

How to:
* Select Start > Run
* Type: outlook.exe /safe
* OK button

If it does, it just means an addin, custom view, or modified toolbar is
causing Outlook grief. Start by deleting/renaming outcmd.dat under the
"Owner" account profile while Outlook is closed. Start Outlook normally.
If it fails, then try starting Outlook with the /cleanviews command line
switch.

I'm not sure. The error message comes up and offers to start the program in
safe mode, but it will not start that way, either. I did not, however, shut
down the computer and attempt to reboot into safe mode.

I'll give your suggestion a try, though the system is not at my home so I'll
have to do it later.
