Outlook will not send a message.

Baffled in Alberta

I am using Outlook 2003 and just started receiving the following errors when
sending/receiving messages. The error message says that the incoming mail
server is found but cannot connect. I am prompted to verify my port and SSL
information. I also tried using Outlook Express and it keeps timing out. I am
able to go to my ISP website and download via webmail. I have verified all
connection details with my ISP.
