Outlook will not send my email any more

Outlook will only receive email, it has stopped sending. initially it was
having an smtp error, now it is not even attempting to send the email.

What version of Outlook? Do you get any error messages when you try to
send?

Hi Jeff...
It is Outlook 2000 SP-3.
There used to be an error message saying that it could not connect to the
server with an smtp error. Now, there is no error at all, it simply does not
even attemp to send, it only receives.

Grasping at straws here, as I really don't know Outlook 2000 that well:
have you tried Help -> Detect and Repair...?
