Outlook will not use html after the upgrade, how do I change it?

On my emails I get a bar under the address are that says "some Pict's have
been blocked to prevent the sender from identifying your computer..."
Basically it's removing all the html files. How do I change it?

That is a Very Good Thing. When you find a message (non-spam) you want to be
able to see, just click on the bar that has the message about the blocking,
and choose to unblock for this message.
