My suggestion would be to create two mailprofiles one for
each Exchange account. Set the option to be prompted
which profile you want to open (location of this options
depends on what version of Outlook you are using). You
can't open the two boxes at the same time but you won't
have to mess with rules either.
Also note that you cannot add more than one Exchange
server to a profile unless you are trying to reach it by
POP3
