Outlook won't move messages to folder

(Outlook 2002) Whenever I create a rule to move an email
message to a folder based on words in the message header,
body, address etc., the message remains in my inbox,
despite being recognized by Outlook as having identified
these messages as meeting the parameters of the rules.
This also occurs when I use a spam filtering programs
such as POPFile.Any ideas are welcomed.
