Outlook wont send or receive mail

After using the transfer files and settings wizard in XP
and then manually moving outlook.pst (cos the wizard cant
deal with it) in my new user account outlook just dont
work.

When I try to "send/receive" the box pops up but it
doesnt seem to attempt to connect to the server.

my user account details are correct

By adding a new user I somehow triggered the old user to
work again,

any explanations would be greatly appreciated
