Outlook XP Calendar invites sending in Plain Text

Two XPpro's each with Outlook XP. I used to be able to create a
Calendar item on one and send it to the other, and it was in the
proper format to be accepted and placed on the other calendar. But now
calendar invites are just being sent as Plain Text and cannot be
accepted ... within the Plain Text message appears to be in the proper
vcalendar format as shown below

What is odd is that some invites are sent properly and others are not.
A bit more testing (but not exhaustive) reveals that if I leave my
default reminder of 1hr and marked as busy the invite will be sent
properly and may be accepted, but if I change the reminder and/or the
busy to say free it is not sent properly.

Could you provide exact steps to reproduce this issue, including the Outlook
version?

Outlook 2002 (10.6515.6714) SP3

- In calendar, go to some later time of today (ie, it's 5:50pm now, I
choose 10pm) and double click
- Invite another O2002 user (not on exchange)or send to yourself
- Subject: 9:23 moon eclipse
- Reminder ON set to 0 minutes
- Show time as Free
- Send
- email arrives in plain text, cannot be accepted


Now do the same as above, except:
- Subject: test
- Leave Reminder On and set to 1hr (that's my default)
- Leave time as Busy
- Send
- email arrives as invitation that may be accepted
