Outlook XP e-mail doesn't work after uninstalling/reinstalling AOL

I have a few accounts accessed through Outlook XP on a PC running Win98. My
ISP was AOL and I ran v. 9. It all worked fine, until one day I uninstalled
v. 9 and reinstalled v. 7 to save space, then later reinstalled v. 9. I get
error 0x80040154; the article I read at Microsoft says this can be resolved
w/ SP3, but I was running the same s/w before w/o SP3. The reason I suspect
AOL as the culprint (although their technicians could not help me) is that in
account settings/connections, I see that AOL is added in as a option under
'phone line' (but I have always used 'connect using IE's or a 3rd party
dialer'; 'phone line/AOL' did not work for checking e-mail).

How can I get my e-mail to send/receive again?
