Outlook XP , publish to GAL and encrypting problem

Hi all.

After I published my certificates go GAL, I'm not able to encrypt
messages for
e-mail addresses which are not stored in my Exchange server .

Their info is properly entered into my Outlook's Contacts folder, including
their name, e-mail and
encryption public cert.

Any help?

P.S I'm using MS Outlook XP SP3 with Exchange Server 5.5
