When replying to incoming emails - sometimes default to
plain text, and not HTML - so need to manually change to
HTML in order to re-insert the signature. How do i get it
to stay as HTML?

Spell-check automatically returns to English US - even
when have changed the default to English UK. This happens
on every word in the same email as well as when generating
a new email.

Outlook generally matches the reply format to the format of the incoming
message; if you received a plain text mesage, the reply will be plain text.
Obviously, you should not change that, since the sender prefers plain text
or s/he wouldn't have sent plain text. Naturally, you can override that
with the Format menu, but why would you want to send something the recipient
doesn't want top receive?
