I'm frustrated. Today, the default font in outlook is Times New Roman.
Every day for the last 2 years it's been Arial. I've follwed the instruction
on changing the font but it doesn't apply it. Amy I missing something?

Are you making changes in the actual email or in Tools? If you make a change
in the email, it only changes for that email. If you want a global change,
that is made via the Tools (in the toolbar) -> Mail format tab.
