Outlook2000 cant change password, yet Outlook2003 can

Environment = Windows2000 PC (with either Outlook2000 or 2003), Novell
Netware Client 4.91, Exchange 5.5 server for email

When I start Outlook2000, Im prompted for the password box, if I type the
password and then immediately click the "Change Password" box, and then type
in the details of the new password I recieve the following message
"Your Windows NT password could not be changed"

If I start Outlook2003 and follow the exact same procedure, I *am* able to
change the password

I need a solution for the PC's running Outlook2000 - to enable the changing
of passwords

Ive tried MSKB 324977 - no difference
and tried MSKB 236111 applying it to the PC, but no difference
