Outlook2003 inserting a Hyperlink

Why can't I insert a hyperlink in a message to a file
using Outlook 2003, composing in HTML, or Rich Text
format, using Word 2003 as the editor? When I select
Insert (from toolbar) Hyperlink is grayed out. Is there a
setting someplace to allow this?
