outlook2003 senders mail stays on recipients pop server

We are seeing an issue where people are not able to retrieve messages from
our pop3 server using outlook 2000. The msg is viewable when accessing it
through "Openwebmail" (provided by our host) but will either never
appear in
the outlook inbox or will appear (maybe) days later with a time stamp from
when it had been sent originally (always marked as unread both on server &
client) showing up further down in the msg list from days ago. The funny
thing is, is that it only seems to occur if the person who originated the
email, used outlook 2003. It doesn't matter if the box is checked to keep
msgs on the server or to download them. It also is happening on the accounts
configured as a forward only service too. It doesn't seem to matter if the
originator uses our smtp server or their isp's. No error msgs ever show up on
either side (senders or receivers) related to this. The one item to note is
that once in a while, the outlook 2003 users will get an error when they try
to send stating that the smtp server can not be located. If they F5, then it
sends just fine. Of course, I have checked the server settings to
authenticate first (& tried variations too) but to no avail. This is quite
frustrating since there appears to be no consistency to this problem. Any
tips would be appreciated.
