Outolook 2003 will not send, Outlook Express does.

I have been using my notebook in an Internet cafe for three months in Cnetral
America.
I could receive emails from my UK ISP, but had to use mail2web.com for
sending as the cafe would not give me the SMTP settings for outgoing mail.
I have returned home to the UK< set up the SMTP address required, TESTED it
under Outlook Options, test messages ok, but Outlook refuses to send email.
I have tried reinstalling/repairing, no ogg. I CAN send via Outlook Express
using the same settings for POP3 and SMTP as per Outlook 2003.

HELP!
