"Output as PDF or XPS" layout/margin problem

Recently converted from Office 2003 to Office 2007, and am having a problem
using my existing Visio templates/files (basically web design assets) in the
version.

Basic problem is that when I Print Preview a page the page has a large,
empty white space inserted between the top margin and the content. This
wasn't there in 2003, and it isn't there when I view the same document in
2003... it's some kind of formatting/rendering difference between the two
versions.

To get around the problem I have to make the footer margin 20 (mm). This
causes the page to "slide up" and align properly. However, when I look at
the page in the Print Preview section I can see that the margin (gray)
appears under some of the content (at the bottom).

If I then print the page to PDF (using Acrobat's PDF renderer) it will
render as shown on the print preview page. However, if I "Output as PDF"
using the Visio 2007 add-in it will truncate the bottom of the page, exactly
where the gray margin appears in the print preview.

I should note that I use a very particular page setup, which shouldn't be a
problem but which I think may be what 2007 is choking on. The settings are
as follow:

PRINT SETUP
Printer Paper: Letter, Landscape
Fit to: 1x1

PAGE SIZE
Pre-defined size: Metric, A3

DRAWING SCALE
No Scale

So, what's the deal here? Why can't I get the page to print properly? Is
the issue how 2007 manages scaling when the page size is bigger than the
printer size? This layout is very useful for capturing real world sizings,
so I would hate to have to modify it.
