If the drive is a shared device in a network environment, the quota to which
this message refers may be a shared quota against which all users of the
share draw and you may not use enough by yourself to make a difference. The
share admin will have to get involved.

A couple of things:

When you moved your emails to personal folders, did you also move email from
Sent Items?

Check for any large attachments that you have not saved

Are your personal folders located in your Inbox?

Make sure Journal is turned off.

If you have Outlook 2003, look at Tools, Mailbox Cleanup, Mailbox Size.
This will tell you what mailbox is causing the problem.
