You are saving offline projects incorrectly, which is the source of all of
your problems. Saving a file as an .mpp file does not make it an offline
project. To save a project offline, you must do the following:
1. Log into Project Server with Microsoft Project using your regular user
account
2. Open the project to be saved offline
3. Click File - Save Offline (NOT Save As...)
A temporary copy of the offline file will be saved on your hard drive and
the original project will be marked as "checked out" in the Project Server
database. When you are off-site, here is how you work with the offline
project:
1. Launch Microsoft Project
2. In the Microsoft Project Server Accounts dialog box, select your regular
user account but click the Work Offline button (DO NOT select the My
Computer option)
3. Click File - Open
4. In the Open from Microsoft Project Server dialog box, you will see your
offline project listed
5. Select your offline project and click the Open button
6. Make whatever modifications are necessary to your project and then click
the Save button (NOT Save As...)
When you launch Microsoft Project, if you do not see the Microsoft Project
Server Accounts dialog box referenced in step #2, then complete the steps in
the Resolution section in the following page:

When you back in the office again, complete the following steps to resave
your project as an online project:
1. Log into Project Server with Microsoft Project using your regular user
account
2. Click File - Open
3. In the Open from Microsoft Project Server dialog box, you will see your
offline project listed along with all of your online projects
4. Select your offline project and click the Open button
5. Click File - Save Online (NOT Save As...)
6. When prompted, click the Yes button
