OWA client sees duplicate appointments in a public calendar

My workplace shares several calendars with remote locations using public
folders in Exchange 2003 and the OWA client. One such client using OWA sees
duplicates of many appointments while others do not. The client is in a
different timezone, so we tried changing timesones and the problem seemed
remedied. However, it is back again. Any thoughts?
