Is there any way to turn off the Preview Pane (Permanently)in all folders for
all users in Outlook Web Access?

Not that I know of, but this would be a great question to post in
microsoft.public.exchange.clients - mention your version & SP level of
Exchange. OWA isn't part of Outlook, it's part of Exchange/IIS.
