OWA - Shared Folders - Cannot Forward or Reply to a message

Hello,

I have a user (the company president) who files lots of emails into public
shared folders. She then uses OWA and wants to be able to then forward or
reply to these messages, but those buttons are greyed out.

I haven't found anything on this. Any ideas?
