OWA & time zone

Hi,
I create an appointment on the exchange server with a time zone flag of PST
9am. then i open my mailbox using OWA on a machine with a time zone of EST.
The appointment is displayed with the time as 9am and there is no information
that mentions the appointment is PST.
Why doesnt OWA convert this appointment to EST. When i open the same
appointment in Outlook client then the infobar mentions that this appointment
is in PST.
I am using Exchange 2003, outlook 2003 and IE6
