OWC11 can't be referenced from Access 2002

We had an Access form that was working fine on XP that use the Office
Spreadsheet 11. Recently something changed (I think via automatic updates)
that caused MS Office to return to the mother ship (install point) for some
reason. Now the OWC11.dll shows up as MISSING: in Tools, References.

I have re-registered OWC11.dll, repaired, uninstalled/reinstalled OWC11 to
no avail. The locations on the forms that used to contain the spreadsheet are
just blank holes. Readding the control doesn't help.

Any ideas?

It was disabled, see my blog for more info. However, it is still there. It
just isn't visible on the designer.
