OWC11.dll not getting associated with IE

I have a HTML page with Excel interactive sheet embedded.
So If a user has installed office web components, the user can view this
excel in html page after running the active-x (owc11.dll) through IE.
The problem is, for some users they are not seeing the warning at the top of
the browser.

I am clueless as to what is causing this. All the security settings on IE
are set to default.
This is working for most o fthe users, but for some it is not.

i would really appreciate if someone can help me on this.

It's a browser setting, prompt on ActiveX use in the Internet Explorer
options menu. There are some other settings as well that need to be set to
'Prompt'.
