Owner of new tasks added by resource

Question: It seems that if a resource on a project adds a
task, they become the owner of that task, and approvals
for the time entry come back to them.

Can you configure Project Server 2003 so that when a
resource adds a task, the overall owner of the proejct is
the default owner of the new tasks?

OR - is this something that needs to be set when the task
is added by the resource?

I am afraid there is no way to do this, at least not that i know of.

But, the project owner can regain the ownership of the task by
republishing the assignment.

Open the project in Project Pro, select the task that you want to gain
ownership. From the menu, select Collaborate -> Publish-> Republish
assignment, then select Republish assignment for 'Selected Items', and
check the Become the manager for these assignment.
