Owner Pick list in the Web File Properties dialog

Hello,

Where does the Owner pick list, in the Web File Properties dialog comes from
?
I created a new document in the public library, and the system shows a drop
down list of users limited to 5 users amonsg 55. Why ?

Thos are the people whose permissions (Groups and Categories) allow them to
both open and save projects, including the particular project in question.

Permissions can be tricky to understand, but they are key.
