Here is a solution for some quirky behavior on the server...

While looking at the project Owners list I couldn't see any of the
names of the PMs. Found out it was due to the fact that I turned off
the PMs ability to create new projects (New Project in PM Groups global
setting). Changed the rights to allow temporarily, updated the owner,
changed the permissions back to the original setting and we were ready
to go.

This is one of many unintended consequences of changing security settings in
Project Server. I would ask you if it is really worth your constant
intervention in this manner to change the project Owner field. Wouldn't it
be easier to enable the New Project permission and then make it a training
and performance issue about project managers creating new projects on their
own? Just a thought.
