No, I do not believe so if there is a blocking job in the Queue. When
Project Server 2007 sends an e-mail, this action goes into the Queue as a
job that must be processed. If it is blocked, the job cannot be completed
by the system, and you won't see the e-mail until the blocking job is
resolved. Hope this helps.
