Package Wizard missing from Microsoft Access 2003

I recently purchased Microsoft Access 2003. According to the manual, I
require Microsoft Office XP Developer component to distribute my Access
programs.
Were do I purchase this product? I do not see it listed under MSDN products
offerings. Also, why was this feature not included with the Microsoft Access
product.

In previous versions of Access yoiu needed to purchase the Developers Edition
of Office to get Access runtime, the packaging wizzard et al. It never was a
componet of standard Access or Office editions. With this version, Microsoft
opted to make it an addin to Professional edition.

Thank you for your quick response. The you indicate "Professional edition"
are you talking about Microsoft Access or Microsoft Office XP?
