packing photos for e-mail attachment

When I begin the use of Outlook 2002, each time I
attached a photo to send, I received a option to reduce
the file size for sending optimization. Today I have no
more that option. What can I do to get the resource again?
Or

How to do a mass reduction of a lot o photos to optimize
sending e-mail.
