Page banner and navigation structures in PHP pages?

Anybody know why page banners and navigation structures don't show up in PHP files when viewing them in a browser?

When editing the layout in Frontpage Editor (FP2003) the content is displayed as intended, but when viewing it in ie. Internet Explore it doesn't...
