Please tell me the best way to get the text in a page banner to stay the
same on each page while allowing the links to change from page to page. FP
is new to me so please give me step-by-step instructions. Thank-you.

Look into Tables and Include Pages (see Front Page Help
for your step-by-step instructions).

The tables will be used to define the basic layout of
your site (eg, header, menu side bar, ie links , content,
etc.) and the include pages to provide the content that
goes into these various sections of your layout. For
example, the Include Page component provides the means to
put your header (you call it page banner) into one page
and you can change that one page in the future and that
change will be reflected on all pages wher the page was
included.

Once you have created a "template" page with the layout
you want then make however many copies (File | Save As)
with a new name). You can then add your page specific
content to the individual pages.

It would be wise at this stage of your education to
purchase a book that covers your version of Front
Page. "Microsoft Front Page 200x Inside Out" by Jim
Buyens would be an excellent choice.
